Commission

Safeguarding Commission

The Commission is accountable to the Bishop and to the Diocesan Trustees and has regulatory, advisory and supportive functions. It exists to discharge these functions at a strategic level in all matters relating to safeguarding in the Diocese. Its members are:

Maureen Carlton (Chair) Magistrate and former Adviser to the Health Authority (Child Health and Child Protection), she has extensive experience in the fields of law and child protection. She is also a Safeguarding Representative for her parish of Holy Name in the Leeds West Deanery.

Ms Debbie Addlestone has twenty years' experience - and a key Safeguarding remit - in the Probation Service, where she currently manages Drug and Prison teams.

Rev John Aveyard Associate Judicial Vicar, and former lecturer in Canon Law, he is also a parish priest in Huddersfield.

Pat Bastian was a social work practitioner in child care for many years before becoming Senior Lecturer in Social Work at Huddersfield University where her special interests were working with children, family placement and the development of practice teaching. Now retired, she has previously served as interim Chair of the Commission.

Des Bill is Safeguarding Officer in the Diocese of Liverpool, and a permanent deacon.

Bernadette Cawley is a solicitor with over twenty years’ experience of safeguarding work including human rights issues.

Sharon Forbes is Care Services Manager for Adults in Catholic Care, she has extensive experience in working with vulnerable adults.

Tony Hennigan is a retired Detective Chief Inspector, former hostage negotiator and safeguarding team leader, and he was until December 2011 an investigator for the BBC.  He is also the Safeguarding Representative for his parish of St Michael in Settle, North Yorkshire. 

Fr John Kelly The former Diocesan Safeguarding Co-ordinator, now clergy liaison member, he is also parish priest of St Gregory's parish in Leeds.

Ted O'Sullivan is the Leeds Local Authority Designated Officer (LADO) for Safeguarding matters.

Ms Suzanne Mitchell is the Safeguarding Co-ordinator/Officer, and although not a member of the Commission she works closely with it.

In the parishes and other local groups

Each parish has one or two lay representatives who, together with the parish priest, have some responsibility for safeguarding matters within the parish. A fuller description of their role and their achievements so far is available in the Section “Our Work
