Commission

Safeguarding Commission

The Commission is accountable to the Bishop and to the Diocesan Trustee and has regulatory, advisory and supportive functions. It exists to discharge these functions at a strategic level in all matters relating to child protection in the Diocese. Its members are:

Maureen Carlton (Chair) Magistrate and former Adviser to the Health Authority (Child Health and Child Protection), she has extensive experience in the fields of law and child protection. She is also a Safeguarding Representative for her parish of Holy Name in the Leeds West Deanery.

Pat Bastian A social work practitioner in child care for many years before becoming Senior Lecturer in Social Work at Huddersfield University where her special interests were working with children, family placement and the development of practice teaching. Now retired, she is also a Governor of Catholic Care and Deputy Chair of the Calderdale Early Years and Child Development Partnership.

John Aveyard Associate Judicial Vicar, and former lecturer in Canon Law, he is also a parish priest in Huddersfield.

Des Bill Safeguarding Officer in the Diocese of Liverpool and permanent deacon

Bernadette Cawley A solicitor with over twenty years’ experience of safeguarding work including human rights issues.

Sharon Forbes Care Services Manager for Adults in Catholic Care, she has extensive experience in working with vulnerable adults.

Tony Hennigan Retired Detective Chief Inspector; former hostage negotiator and safeguarding team leader. Currently an investigator for the BBC.  He is also the Safeguarding Representative for his parish of St Michael in Settle, North Yorkshire. 

Khemasara Millen Safeguarding Co-ordinator, Leeds Social Services Department; 25 years’ experience of safeguarding work in the local authority and of representing children in courts.

Ms Suzanne Mitchell is the new Safeguarding Co-ordinator, and although not a member of the Commission she will work closely with it following her appointment on 1 August.

 

Risk Management Committee – a sub-group of the Commission

The work of the Risk Management Committee, and its relationship with the Commission, is currently under review (Summer 2008).

In the parishes and other local groups

Each parish has one or two lay representatives who, together with the parish priest, have some responsibility for child protection matters within the parish. A fuller description of their role and their achievements so far is available in the Section “Our Work
